Hooker electrochemical corporation started filling an abandoned canal with toxic chemicals from the manufacture of chlorinated hydrocarbons and caustics. That of course had an effect on population. Following some studies that related genetic variation in the metabolism of chemicals and applying that to explain susceptibilities differences to environmental toxins. Public health is highly valued and is also argued in this. A public health controversy is being analysed, it was impeded to achieve a resolution by many reasons:
-The failure to resolve any controversy may be advantageous to one side.
- components may not agree on the question that needs to be answered
- in any controversy , since the type and quality of information gathered will influence the outcome. No one group should be in complete control of the information gathering process.
- beyond questions of money and expertise is the issue of full expression nfor dissident and minority opinions.
- scientists who are no strangers to controversy should follow the social controls on behaviour that they have developed for the advancement of knowledge and the detection of error.
- in any attempt at controversy resolution, all parties to the conflict should agree on precisely that facts need resolving, all parties should agree on the composition of the body chosen to resolve the controvery , all parties should agree on the procedures by which that body will operate and all parties must agree to abide by the decisions.
